Will not reinstall

I have two apple ids and when I went to load several of these apps on another iPad, it wouldn’t reinstall even after I changed the Apple ID. It will install from one of the Apple ID but not the other. I do not want to pay again for these apps.

Robeson Bridge

Nowhere in App Store did it say there was a charge for this app. I feel I have been unknowingly ripped off! One has no choice to send this rating if they don’t tAp at least one star!

Opening the app.

After paying for the app I could not get it to open on my iPad which is new. I need to have some kind of instruction what to do to it to make it workable.
