I was really enjoying this game, but can’t pop the balloon even with the pin because the menu of items is in the way

When I try to do a level that it says all the way up to 10 but it doesn’t go all the way up to 10 and goes all way up to9 and I don’t know why and I’m only giving this a two star rating maybe I should make it one yeah I did
