Bytes uses Background App Refresh to keep track of your data usage - it works best when left open in the background.

Love using this to track my usage. Wish there was more statistics like which Apps are using the most data.
(P.S. In iOS 8 it refuses to track anything. Just a tidbit before September 17!)

Just wanted to know if an alert/notification system is to be added at all?..so that users could receive warnings of data usage %s before the limit is met
Exceptional App
This app is what exactly I was looking for. It is very accurate. I recently checked the Official MyAt&T app and it was the exact same number as it was in the app. It makes sure that I won't go above my data plan.
